St Richard's Flats, Church Road, Portslade

Local listing is different to statutory listing; it does not provide further legislative controls. and does not affect when planning permission is required.  However, when planning permission is required, the ‘special interest’ of a locally listed heritage asset will be taken into account. In 2013 the council asked for nominations for inclusion in the list; over five hundred submissions were considered. The Local List of Heritage Assets was adopted on 18th June 2015, it will be reviewed in 2020; other items in the current list can be seen here.

Built in 1935

St Richard’s Flats in Church Road Portslade was built in 1935 for St Richard’s Housing Society, which was founded by John Basil Lee Jellicoe (1899-1935). Jellicoe was a priest in the Church of England best known for his work as a housing reformer. Jellicoe was born in Chailey, East Sussex and was ordained as an Anglican priest. He founded several housing associations in London, Sussex and Cornwall and toured the country in his small car fundraising for his projects.

St Richard’s Housing Society

St Richard’s Housing Society provided accommodation for the elderly with no restriction as to the religious faith of residents. The building was designed by Denman & Son and comprises a two and a half storey rendered building with clay tile roof and balconies. The front elevation is articulated at its centre point, such that the two matching halves angle slightly in toward each other. It is set back from the road behind a flint wall and front lawn.
