The cartoon [by Sea Salt] used to illustrate this section and also "Inventor born 1851" is, unfortunately, NOT of Magnus Volk. It is of Councillor William Hill. Cartoon No 88 of Brighton Celebrities was published by The Brightonian in Issue 161 dated Saturday Nov 17 1883. Mr Hill favoured the use of the Tram [which is the vehicle depicted]. Schemes to introduce trams were proposed in 1864, 1879, and in 1883. Hence, possibly, the title [not shown] of the Cartoon, which is "Perserverance".
