d) POLITICAL COMPOSITION: Ruled for many years by the Conservative Party, Brighton Council had no party with an absolute majority from 1983 until 1988, but the Conservatives continued to govern until 1986 when the Labour Party gained control on the casting vote of the mayor. Since 1951 the political composition of Brighton Council has been as follows {123,303}:
