Cumberland Place and Hawker's permits

George Thomas Smith was born at 9 Cumberland Place in February 1892, his mother Frances Smith’s occupation was Fruit Hawker. I suspect that his father Thomas Smith was a “traveller” or gypsy as I can’t find any trace of him before 1891. What sort of area was Cumberland Place in 1892? Would it be necessary to get a permit or licence to be a Fruit Hawker….. I am assuming on an outside stall?
