At least two generations ran it before the Nobles. I knew the late Mrs Jean Penney whose family were the Daltons; her cousin was the last owner and her father had been the pier manager. I think the Palace Pier was owned by the original Brighton Marine Palace & Pier Company right up to the point of its sale to the Noble Organisation in 1984 (for over a million pounds). The abbreviation “B.M.P.P.” can still be seen on some of the pier’s architecture ; I don’t think the Palace Pier had ever been owned by the Council. Its annual accounts 1975-2022 are available online, along with documents relating to the formation of the company in 1888. The annual accounts identify the company directors, including the Daltons and the Nobles. The original directors appear to have been William Irvine, George Wallis and Frank Irvine. Seems to have always been a private company till about 2013, since when it’s been a subsidiary of the Brighton Pier Group plc, which also owns other attractions around Britain.
